Permanent change of use of the former Homebase building, Sowton Industrial Estate, Exeter, from E(a) Retail to C2 Hospital use, and the construction of a two storey (1,560m2) extension and plant enclosure to the existing main building, to enhance the Community Diagnostic Centre (CDC) functions at the site.
